DBX [1.2] user cannot create db lookup.

Splunk 6.0; Dbx 1.2; mysql, java 1.7, Linux AMI
I have a user with OOTB dbx_user privileges. The DB is r/w for dbx_user.

The 1.1 docs say that the dbx_user was not able to create new db lookups was fixed. In this case, I get "There was an error retrieving the configuration, cannot process this page. Yet, when I log in as admin, I do not see this.

Only the Admin role can create db lookups in the UI. But users can be granted permissions to use db lookups in searches. To do so, the lookup itself must be assigned the user's role (with appropriate r/w permissions). So, an Admin can create a lookup and assign a user's role to the lookup, then the Admin and the user can use the lookup.

Remote or local? What os for mysql? Some things you might want to check. Is the mysql service running? Can you query mysql from the command line on the mysql server? Is the Java Bridge running?

Yes. So the mysql DB is added and fully configured. As a user I can query the DB, see the tables, etc. I cannot add a lookup. As admin, I can add lookups. Which DB are you adding?
