The current Splunk Enterprise for windows 8+ works just fine on Windows 7. Splunk has stopped exhaustively testing the build on Windows 7, but I (and many others) have been running practically all versions (as I upgrade them) on my own Windows 7 Laptop without issue. Including 6.3.3.

(And keep in mind, some things might be a little slow from time to time - Windows 7 implies a workstation or laptop, and while they'll work just fine for smallish uses, a proof of concept or as a testing box, if you start hammering it with 50 GB/day you are likely not gonna be very happy...)
