when l try to download splunk enterprise software, i am getting pop-up that you are already logged in and please wait momentarily. after that i see same page with download link. I tried multiple times and still i could not download the software
That should be a temporary problem. The usual web site error handling suggestions apply: try again later; try a different browser; clear your cache; clear your cookies.
