Why is windows universal forwarder installation failing with error "Could not bind to port 8089"

I was trying to install the UF in one of the windows server but it’s getting failed

deploymentclient.conf : 

[target-broker:deploymentServer]
targetUri = x.x.x.x:8089
[deployment-client]
clientName = xxxxx

Probably you have already something running on this host which is using this port 8089.
