If monitoring 3 different data centers that cannot communicate with each other due to a firewall, do we need 3 separate licenses?

We have a project requirement where we will be monitoring 3 different data centers which cannot communicate with each other due to firewall. From the client perspective, do they purchase 3 separate licenses or can they utilize license pooling?

If there really is no way of communicating even occasionally then you will need three licenses and three license masters.
