Hi, new SPLUNKER.
I'm trying to download the FREE ENTERPRISE software for studying purposes. I've tried to download in regular and incognito mode, but the "ACCESS PROGRAM" button stays greyed out. I've "read" the EULA and there is no check box for this.
Am I missing something?

Yes, I have an account. I've had my account since October of last year. I assume it thinks I'm in USA.
Did you create an account and sign in? You must be signed in to download Splunk. What country does Splunk think you're in?
