How many users can I create with dev/test license?

I used to have a trail Splunk server, and then import a dev/test license to it.
So far there are 4 users in the dev/test Splunk server.
One day I reset password of admin account, then every user was disappear...event the /$SPLUNKHOME/etc/passwd is still there and readable.
I try to create a new user with UI console/command line, but I just got
Encountered the following error while trying to save: Cannot create more than 1 user in this version
Does anyone have a same problem like me? or could any tell me that the limitation of user number?

longer answer, go to dev.splunk.com for a 10GB dev license if you want a larger feature set, ie. distributed enviro, cluster, etc.

Which dev license do you have? 10Gb from dev.splunk.com? 50Gb personal? one from sales?

I think is 50Gb devtest license.
