Getting error when upgrading from 6.1.2 to 6.1.4: “Splunk Installer was unable to set the CALS on the Splunk Files”.

I am trying to upgrade Splunk Windows Upgrade from 6.1.2 to 6.1.4 and have three observations:

Observation 1: Installer starts to copy the files but is very slow almost gives impression that it may be hung. (Figure 1 below)
Observation 2: When the installer is running multiple msiexec.exe processors are running – up to 6 as shows in ( Figure 2 below)
Observation2: Toward the end of the install it throws message like “Splunk Installer was unable to set the CALS on the Splunk Files”. ExitCode=’13’ ” the same message gets recorded as Application Events, but the installation does finish fine

All the above are expected behavior and Yes, you can ignore error message "Splunk Installer was unable to set the CALS on the Splunk Files”. ExitCode=’13’ ”

We are in process of disable the pop-up and have Bug for it SPL-85389
