Can I share a license between two Splunk servers when they are unable to communicate with one another?

I am looking to share a license between two Splunk servers, and I am unable to allow these two servers to communicate.

Is this possible or would I need to purchase a second license?

You can create a 3rd server to be a license master in the DMZ between the 2 zones OR you can contact support and ask them to carve your existing 100% license into 2 separate X% and 100-X% license files.
