why does splunk timeout when I try to manually load an app?

I saw that there is an existing issue with the Splunk server not being able to connect to the internet to install apps directly. Hence I followed the steps to manually install an app, but this is timing out. How can I install a new app then?

it was happen to me when I tried to install db connect. That happen because I download Splunk Add on for Oracle database before i download the Splunk Connect DB. What I did was, disable the Splunk Oracle Add On, and then retry download the Splunk Connect DB.

Try to figure out whether any dependent apps that was installed before you install the parent apps.

Did you follow the steps in the documentation here? And I am not sure what you mean about an "existing issue" - in many data centers, servers are not permitted to connect directly to the Internet for security reasons. It isn't an issue per se, it's just company policy.

What timed out - the download? I don't see how any of the other steps could time out...
