Why is my splunkweb service not running?

Splunk Ent Vers. 6.0
Windows Server 2012
Browser IE 10
Port http://localhost:8080

I am unable to access the Splunk Web interface and found that the service splunkweb will not stay in a running state. I have changed its properties from manual, automatic and delayed. I have tried starting that service before the SplunkD and also after starting that service to see if had a sequence of starting is needed. Rebooted the service that hosts it and I'm still not sure what else to look at to keep the service running.
It will start the service, but as soon as it does start, it turns itself right back to off.

Splunk's default port is 8000, the logs in the $SPLUNK_HOME/var/log/splunk/splunkd.log might provide some information (or other logs in that location).

Why Splunk 6.0? That is an old version...

Furthermore, anything related to incorrect SSL configuration might cause this but the URL your using implies your not using SSL..

Or you could try to run it from the command line in verbose mode and output the response into a text file
