Why am I unable to download the Universal Forwarder splunkcloud.spl credentials file for Splunk Light Cloud?

We have a Splunk Light Cloud instance. When trying to set up the Universal Forwarder, I can't seem to download the splunkcloud.spl credentials file. Here's the error that I see:

I can't tell from your output what the issue is. Try following the step-by-step set up instructions in the Splunk Light documentation, as the steps are very helpful:

I'm following the step-by-step instructions. When I click to "Download Universal Forwarder Credentials", the download never works, but comes with the above mentioned xml page.
