For Splunk on premise, what are the different mechanisms for data import?
1. Is API layer available?
2. Does CSV import utilities available on app store work with Splunk on premise?

Using REST API, you can pull data into Splunk. Here is a ready-made app for you -
https://apps.splunk.com/app/1546/

For CSV, just point Splunk to that path. Splunk will automatically index that.
