+1 on that question. Splunk architectural component is called Deployment Server, not deployment manager. And it doesn't quarantine anything. Quarantine can happen in various other situations though but they have nothing to do with DS.

So what and where is quarantined in your setup?

@splunkville It could be many things - usually I see this when queues are blocked. Could you please paste the ERROR here.
