Spunk Users API- why are the rest of users not returned?

I am using https://localhost:8089/services/authentication/users?output_mode=json  for getting users from splunk. But i see only one user. Under admin user view there are more. User that receives one user via API has admin role. Why the rest of users are not returned?

Could you share screenshots/search results for API user capabilities and Splunk version?

it should work with admin role applied to the API user. For this query to work you need edit_user capability.

I can see Users section in settings, i can edit or create users. But i do not see other users created by Administrator nor in UI nor via API
