Navigation Bar/header: can you convert XML file to HTMl view for edit?

Is it possible to convert the XML file of the Navigation Bar to HTML view so I can edit it my own way?

For example, I'm trying to make the Nav bar instead of Horizontal to Vertical/side bar. I would like to add my own Jquary, Javascript, and HTML. How can i find the HTML version of it. If no, can i attached/link an external file to it?

Thanks in advance.
