Login page Banner Message

Hi Everyone,

I am trying to add a banner in the splunk login page, though we can add it using html & css under login_content in web.conf file but we are trying to pass the banner message dynamically. Currently we are using lookup to store the banner message and update it uniformly in all the dashboards, is there any way we can use same lookup in the web.conf file.
