How to make REST API call by using proxy from Splunk server to external public cloud service?

I'm trying to pull data using REST API call from public external cloud service to Splunk however Splunk server is not exposed to public so can't make a valid connection.
Can someone suggest how to setup proxy in Splunk server to make successful connection with external cloud by using REST API call?
