How to adhere rate limit headers and leave calls for others

Our Splunk is hitting a 3rd party API and using up all of the API calls we are allocated.

Other users are unable to access the API due to our over-use of the endpoint.

How can we configure our data gathering to adhere to the X-rate-Limit-Limit, X-Rate-Limit-Remaining and X-Rate-Limit-Reset values to ensure we never use over a configurable % of API calls in a given minute and then hibernate until the reset time has passed?
