How can I create customized dashboard in this way?

Hello,

STEP 1 : I need a design as given in the attachment(design.jpg).
STEP 2 : After that, I have to generate some data(which is coming from csv file) on the bubbles as as given in the attachment(design.jpg).

Can anyone help me out in this?
