Erro: 500 Splunkd daemon is not responding

Receiving following Error each time while accessing access/client data search,
500 Splunkd daemon is not responding (The read operation timed out)

running version 4.3 Build 115073 on windows 2008 R2 server with Quad core and 16 Gig of RAM,

Any input is greatly! appreciated,

I had this once on a test environment when I was playing with the universal forwarder and "full splunk" on the same box. Both tried to bind to the same tcp port and so the second to load ("full splunk" on this occasion) failed. Basically look for anything else that could be binding to Splunk's port

It's a long shot but I thought I'd throw it out there
