Cisco WSA-scp upload-certificate issue

Hi guyz,
I stuck up in a position when I try to send logs to splunk from cisco WSA by SCP method. Its showing certificate error in WSA. I copied the license file (RSA) to the ssh key folder in splunk. But still showing error. Could anyone explains how to resolve this issue.
The Exact error is : 'SCP faled to transfer to splunk.org.local, permission denied (publickey,gssapi-keyex,gssapi-with-mic,password) lost connection."
Please advice.
