After installing Splunk 7.0.2, why is REST API not showing in the data inputs?

Just installed Splunk 7.0.2 - no upgrade, just a fresh new first install.
Downloaded and untarred the rest_ta folder to C:\Program Files\Splunk\etc\apps

Subsequently, REST is not listed under Data Inputs category, nor does the direct url http://localhost:8000/en-GB/manager/launcher/data/inputs/rest work, gives page cannot be found.

Any guidance would be appreciated.
