automatic creation of local folder in client server after pushing from deployment-server

in deployment-apps i created apps without local folder after reloading server class local folder automatically generates on client server. any idea why splunk generates local folder in app/

Trying using 

[serverClass:myServerClass:app:yourApp]
excludeFromUpdate = $app_root$/lookups

with no slash at the end  ($app_root$/lookups/)
