Splunk version upgrade to 7.3.1 issue with calling the rest end point for the debug refresh

I am having an issue in my pre-prod environment after the upgrade to 7.3.1, the python script that is calling the rest endpoint for the debug refresh/reload is not doing the refresh, however, when I run it manually it does the refresh. The script is very simple just calling the rest endpoint for the reload/debug

Not sure what version you started at before upgrading to 7.3

Starting around 6.3 you need to add enableWebDebug=true in web.conf

Additionally, ensure the user in question as web_debug capabilities.
