Splunk ODBC SSL connect error

I am trying to connect to Splunk Enterprise using Splunk ODBC app following the documentation http://docs.splunk.com/Documentation/ODBC.
I created an enviornment variable called https_proxy with the value myusername:password@proxyserver.xxx.com:port. When I try and connect from excel, I get the error [40] Error with HTTP API, error code: SSL connect error.
Can someone guide me on how to fix the issue?
