  1. Created a diag
  2. I need to email it to someone, so how can I use the scp command on CLI to send it to our deployment server and change the permissions so I can later transfer the file through winscp...

How to use the scp command: SCP Syntax examles

How to connect using WinScp: WinSCP steps

How to change file permissions using chmod: chmod examples

It should be noted that none of these are Splunk-specific issues. You'll have an easier time separating your issue into Splunk and non-Splunk issues and using the appropriate resources for each. For things like scp or chmod you can always type man scp to get the man page and see how the syntax works.
