If you are looking for Serverclasses, you have to use the Forwarder Management function in Splunk Web, not data inputs.

Settings -> Forwarder Management. From there you can create server classes.

However, before this can be configured, you do have to create a folder in $splunk_home$/etc/deployment-apps/. If you dont do this, the Forwarder Management UI will not be configurable.
