How do we push an application on an application server through deployment server

I would like to push an application in an application server, i.e exchange on exchange server which is done in a deployment server through serverclass.conf defining in whitelist*. I need such a configuration do be done without restarting Splunk instance?
Is there a way to do it without restarting splunk? Please let me know.

I'm not sure anyone understands exactly what you are trying to do. Please elaborate. Are you talking about deploying non splunk apps or other content using deployment server as the tool? In essence using splunk as a change management tool? Or are you simply talking about deploying regular splunk apps via deployment server without having to restart splunk?
