[Cluster] Are standalone buckets considered for re-balancing the data across Clustered indexer.

Can you point us towards best practices/docs for creating new Indexers and connecting them to an existing Cluster Master/Cluster Nodes, and then re-balancing the data across all 40 of our Indexers in the Cluster. I have visited a few links, like https://docs.splunk.com/Documentation/Splunk/7.2.1/DistSearch/Addaclustermember#Initialize_the_insta..., but we're having trouble determining what values go in the some of the variables. Any help would be appreciated.
Please note that 40 indexer already in cluster has standalone buckets only with RF=SF=1 and all indexes has RepFactor=0 ( for clustered index set repFactor=auto )

Please not that Splunk Data rebalance only work for Clustered deployment and for cluster aware buckets. It doesn’t work for standalone buckets.

During rebalance, Cluster skips standalone buckets.(Don’t event count towards the total bucket count)
