A few things to check:

  1. Is Splunk running? If not, do $SPLUNK_HOME/splunk/bin/splunk start
  2. Have you tried using htps:// ?
  3. Could there be a firewall issue? (iptables locally, or a firewall blocking connections on the network)

I would strongly check your system settings like iptables as well. Very trivial to validate.
