how to have different scales in a single axis and Icons instead of graph points?

hello all,
I want to plot a graph against 2 fields. let x axis be percentage and y axis be budget.
i want to split the x axis scale as 0,1,2,3,4,5,6,7,8,9, 10,20,30....100%
and y axis i only need 1 value (say budget=2M) in the middle of the axis. so the values will be plotted above and below the 2M line accordingly.
since the values are all scattered i don't want to use the column chart.....i want to represent the graph points as some sort of icons like small cars or trophies etc.
is this possible?if so please help...
