The Description panel comes from the dashboard.js and dashboard.css files found in

$SPLUNK_HOME/etc/apps/simple_xml_examples/appserver/static/

So you must have built your new dashboard in that app.

move it to another app, and those will be present and will use the default files.

To move it with the GUI, go to
Settings>User Interface>Views
Navigate to your view and use Move (right hand side)
Yours will have that option, where the originals won't (because you don't own them)

With Splunk... the answer is always "YES!". It just might require more regex than you're prepared for!
