What role is necessary to convert dashboards to html?

With regards to dashboards, what role/permissions are required to "Convert to HTML"? In my limited testing the "Admin" role has this (of course), but "Power" does not. I've tried adding capabilities to Power; such as "edit_view_html" and "edit_web_settings" to no avail. Any clues?

Found it ... (thanks to fellow Splunker, Nick!) ...

The capability required is "edit_view_html" and must be associated with the role of the user. This is accessed via "Settings-->Access Controls-->Roles. Add the "edit_view_html" to the role desired.

Example: I added the capability to the "Power User" Role -
