How to produce a dynamic number of panels in a dashboard based on a form input?

I want to create a dashboard which has 'n' number of panels. Value of 'n' will be dependent on form input.

Suppose I want Panels only for "Host 1,2,4,7,9", not all 100 hosts. I want to simply click those hosts to only get 5 panels instead of 100 panels.

You can have panels only show up when a specific token (=Variable) is set, but you would have to predefine the panels that COULD display.
