How would I hide apps from users who are not administrators?

You can go to the Application in Manager (Manager » Apps » » Permissions) and set the role that has access to a particular application. That way you can control what apps a group of users have access to.

How can this be done in the app configuration? (I.e., I have an app with no views, because it only defines a forwarder.)
