What is the smallest license allocation that can be served from a Splunk license server? Is it possible that a multi-gigabyte license server can serve the license out to some systems as say 100mb chunks?

You can set the allowance to only a couple of MB for a license pool, even if your entire license allows a couple of TB. Then you add the systems you want to restrict that harshly to such a small pool.
I hope that's what you mean by "serving chunks".
