Technically you can install the App, I don't see that as a restriction. What is restricted is what data you use. This is non-production only.
There is a complete FAQ here: https://www.splunk.com/en_us/resources/personalized-dev-test-licenses/faq.html . If you don't think this would work, you can always get a "developer" license http://dev.splunk.com/page/developer_license_sign_up/, which has a different set of rules around it.
