It needs to be a tar.gz file in order to being able to upload it in Splunk manager. You can use the Splunk CLI to create the package for you:

$ splunk package app myapp

This will create an *.spl file (which is a tar.gz with a different file extension).

You probably need to run this is the cmd.exe instance with administrative privileges. You should be able to do this using Right-click -> Run as Administrator from the start menu.
Or get a more decent OS 😉

Thanks. I tried to launch the SPlunk CLI but when I launch it on windows with the command "splunk start" the Splunk window opens and closes 2 seconds after. Why????
