Why do non-admin users do not have access to dbquery command?

I created a dashboard that utilizes dbquery commands and non-admin users are running into issues that are saying that they don't get any data because of an error when running the commands.

I came across another splunk answers article: Existing Article but the link referenced in there leads to a 404.

I added read access for DBConnect to our users role but that didn't seem to do anything.

Thanks for any information.
