Why are user counts higher on my MMC dashboard than with MINT App?

Given what I read about the Differences Between MINT Management Console (MMC) and MINT App, why do I sometimes see higher numbers for user counts on MMC than on MINT App?

There are differences in how user count calculations are done in MMC vs MINT App.

For instance, MMC shows the sum of all unique users per day in 7 days, whereas MINT App shows unique users for the entire 7 day window.
