The page doesn't have a download link that I can find and nothing in the documentation. Has it been removed?

The new version of splunkbase says access to that app is restricted to certain people, but offers no other details. Since it's an add-on to Enterprise Security, perhaps you need an ES license to download the app. See https://preview.splunkbase.splunk.com/app/6250
