Twilio SMS Alerting: How do you fix Alert action script returned error code=2?

I sent my first SMS message to my phone today. I tried it multiple times but none of my messages are delivered. I looked at the "View log events" and it tells me "-1000 WARN sendmodalert - action=twilio - Alert action script returned error code=2". Can someone help?

Hi ,
In my case I got the same error and also I tried the earlier method I mentioned.
But the resolution was so simple that I have given my Account Sid and auth token of twilio wrong in the setup.
When I provided it correctly the issue was resolved.I was able to receive text messages in mobile.

This is because the ca-certificates are not upto date. This is a SSL error. We need to update our ca-certificates in our system.
