How to customize tooltip in Custom Tooltip information on mouseover?

Will I be able to get raw data on mouseover and use it for secondary query to load information for tool tip?

I'm looking to change the tooltip display so that there is an option to display the full timestamp in the format of "DD-MM-YYYY HH:MM:SS".
