Splunk web app is down but splunk and splunkd is running

Hi. I am having a problem on accessing my web app. I just installed Splunk on my CentOS server and I just followed the documentation. My server has IP configuration but why is it available at 127.0.0.1:8000? When my IP is 172.16.164.201:8000? Help, please

127.0.0.1 is just a loop back for the local host, do you have splunk web enabled in web.conf? and whats in server.conf?

the command for enabling web;
./splunk disable webserver
or
./splunk enable webserver

i would also check to ensure the local firewall on the server if off or allow the correct splunk ports that you need.
