That error says that the DB Connect app is asking Splunkd to create something, and it's saying it can't.
1 are you logged in as a user with the rights to do that?
2 is it running into some weird network problem like a transparent proxy that accidentally breaks name resolution?
3 did you upgrade the app and/or splunkd recently and maybe need to clear your browser cache?
4 is it trying and timing out?
a is your browser really far from the server?
b is your server under resourced and/or running windows?

i am using windows i see i think somehow windows is not able to manage the permissions properly
can anyone suggest with this i was thinking permission issue i changed it but i still get the same error
i am using splunk dbconnect2 app to connect to an oracle database
