Splunk App for Windows Infrastructure: First Time Run does not come up after installing, no dashboard appears

I have installed Splunk Windows Infrastructure Application on version 6.6.5 of Windows Splunk enterprise. The First Time Run does not come up after installing the application.
I have checked and all permissions are right. There is a winfra-admin role for the user I am testing.

I am not sure why it doesn't run the "First Time Run" .
Does anyone have any ideas about this or seen this before?
