No libssl.so found under the modules folder for apache http server with windows os

There is no libssl.so for apache http server with windows os. When I add
"SSLProxyEngine On" in the httpd.conf and run the server with httpd command.
"Invalid command 'SSLProxyEngine', perhaps misspelled or defined by a module not
included in the server configuration" returns.
And when I am trying to find the libssl.so file in modules folder, there's nothing.
Is there any solution for me to set up proxy for https request using apache server?

My issue is similar like this one:http://answers.splunk.com/answers/94270/logging-into-splunk-sdk-gives-404-error ,and I am dev on windows os.

This issue is caused for I am not installing the right type of Apache server, make sure you have installed a apache server with SSL function.
