Upgrade to 1.2.1 error "Uptime Monitoring" -> Create inputs" Missing the following capabilities: edit_modinput_ping, edit_tcp, list_inputs

Users need edit_modinput_ping, list_inputs and edit_tcp in order to use the batch creation page to make inputs. Give the account access to those three capabilities and they can use the page.
