Is Interactive Field Extraction (Regex) app available in free version ?

I am not able access Interactive Field Extraction (Regex) .
I want to find occurrence of particular line in a text file . I want to know how to do that.

Yes, just click: Settings -> Add Data (the topmost of 2 icons in the leftmost pane) -> upload -> and go from there.

Yes it is free with Splunk, it is not any app as such which needs to be installed separately , it is a built in feature
